In the Caucasus, there are rumors about secret death squads that are killing militants and their accomplices. Newsweek conducts its own investigationSulaiman Uladiev, director of the Dagestan State Television and Radio Broadcasting Company, came to a meeting with a Newsweek reporter, driving an official car and without security. “I let the driver go - I don’t want to die stranger", - he explained. In early September, Uladiev learned that he was on the execution list. His name was in a leaflet distributed in Makhachkala by unknown persons on behalf of “relatives of the killed policemen”. They threatened to crack down on the militants and their accomplices. Famous people in Dagestan were included in this black list: lawyers, journalists and human rights activists. A total of 16 people.

The President of Dagestan Mukhu Aliyev demanded that the security forces ensure their safety, but no security was provided for any of them. Meanwhile, the authors of the leaflet argued that they were not joking. For example, they claimed responsibility for the abduction of five young Dagestanis at the end of August. “They planted a bomb under a passenger train,” the leaflet says. Three of them were killed and burned, two were released. “So that they tell everyone about our existence,” the leaflet says.

These people declared that they were ready to confront both the militants and the “corrupt political elite”. In Dagestan, there was talk about "death squads" - some secret groups engaged in repression and murder. Rumors have fallen on fertile soil: in the Caucasus, the number of abductions and extrajudicial killings is growing. The organization "Mothers of Dagestan" claims: in the first half of September alone, 13 people were kidnapped in the republic. There were no kidnappings last year. The same is happening in neighboring Ingushetia. Newsweek's investigation revealed that the death squads are just a pretty cover, most likely backed by local operatives.

Curly and three Ahmed

The appearance of the leaflet was preceded by a number of interesting events. On August 23, the brothers Arsen and Artur Butaevs, young people from a wealthy family who lived in the paint and varnish trade, were abducted. Arsen recalls: on the outskirts of Makhachkala, unidentified men in civilian clothes and masks dragged him and his brother out of the car and pushed him into the passenger "Gazelle". Three other abducted persons were already sitting there: Islam Askerov, Amiraslan Islamov and Gadzhi Gadaliev.

They pulled sacks over their heads and took them to some basement. There they were beaten and demanded to either plant a bomb in the mosque or shoot the rest in exchange for their freedom. Then they were transported to another place near the village of Zelenomorsk. The abducted people were put into the Butaevs' car, doused with gasoline, and the young people themselves - with chloroform.

Islam Asgarov did not lose consciousness. He threw the explosive package away from the car and pulled Arsen Butaev out of the car. They did not manage to save the rest: the kidnappers were returning - to figure out why the car had not exploded. Islam and Arsen fled. A couple of days later, the Butaevs' car was found with three charred corpses inside.

This story alarmed the whole of Dagestan. Two rallies were held in Makhachkala demanding to stop the abductions and killings. On both occasions, the demonstrators were dispersed by riot police. Then the activists threatened that at the next rally they would demand the resignation of President Dmitry Medvedev. Mukhu Aliyev is awaiting reappointment. Whether he was frightened or not, an interdepartmental commission was created to investigate the cases, like the one that Arsen Butaev told about. And then the leaflet appeared.

“Pay attention: first, a commission was assembled and the FSB was involved in the investigation, and a few days later this leaflet appears,” one of the officers of the republican Ministry of Internal Affairs, who asked not to be named, told Newsweek. He believes that the leaflet is a false trail: the policemen involved in the abductions are simply turning the arrows to mythical “relatives”.

“Most of the victims are indeed underground, although there are mistakes,” a police source says, “but anti-terrorists do not bother collecting evidence, preferring to simply interrogate and kill.” According to him, on the sidelines of the republican Ministry of Internal Affairs, there was talk that the subordinates of “Kucheryavy and Three Akhmedov” were most zealous. In Dagestan, everyone knows who they are talking about. Four of Newsweek's interlocutors close to the security forces immediately said who it was: Akhmed Magomedov, head of the Makhachkala police department, and Akhmed Kuliev, Magomed Magomedov and Akhmed Bataliev, well-known security officials from Dagestan.

The Dagestan prosecutor's office claims that the three charred corpses in the Butaevs' car are a provocation by the militants. At the same time, as Newsweek found out, just a day after the abduction of Amiraslan Islamov, transport police raided his house and conducted a search. According to police officers, blueprints of explosive devices were found in the house. And the leaflet, which appeared a few days later, just said that Islamov was destroyed for attempting a terrorist attack on railroad... This is very suspicious. Islamov's entourage does not exclude that he was really connected with extremists. But the Butaev brothers, kidnapped with him, had nothing to do with the underground.

Black september

Kidnappings are often blamed on militants, a common practice in the Caucasus. In September, in a conversation with Newsweek, the President of Ingushetia, Yunus-Bek Yevkurov, cited examples from the Second World War: “Remember how the Germans or Ukrainian nationalists disguised themselves in the uniform of the Red Army, and the locals sincerely believed that it was the Red Army atrocities.” The head of the Investigative Committee of the Prosecutor's Office of Dagestan, Kasumbek Amirbekov, reporting to his president about the five abducted on August 23, said that there are several versions, but he spoke in detail about only one - the crime was committed by militants to discredit law enforcement agencies.

Svetlana Isaeva, a human rights activist from the Mothers of Dagestan Committee, was also blacklisted as “relatives of police officers”. According to her, the security forces are increasingly talking about the disappeared, that they "go to the militants." Usually these people are soon found mutilated and killed and presented to the public as terrorists who were hardly destroyed.

According to the relatives of the plasterer Sirazhutdin Umarov from the village of Mamedkala, the police did not start a case on his abduction. He disappeared on 8 September. The plasterer's partners say: on the day of the abduction, the local policeman Azer Mursalov called him and summoned him for a conversation. The meeting was not scheduled at the Department of Internal Affairs, but on the highway. A week later, the relatives were told that they could take Umarov's body from the Makhachkala morgue. The Interior Ministry claims that Umarov was killed during a special operation in the Tabasaran region.

There are many such stories in neighboring Ingushetia. Batyr Albakov worked at the Magas airport. This summer, unknown people came to his house. They introduced themselves as officers of the Nazran ROVD and took Albakov away in an unknown direction. The police told the relatives that no one was sent to arrest Albakov and that they did not have such a detainee. And 11 days later, the head of the special operation in the Sunzhensky region, State Duma deputy Adam Delimkhanov, said that Albakov was killed in a shootout near the village of Arshty. The wounds on Albakov's body testified that shortly before his death he was severely tortured.

Even in cases where there are witnesses or other evidence pointing to them, the police still prefer to blame the militants. In September, the Dagestani Interior Ministry responded to only two allegations of abductions. There were 13 such statements in total this month. But even in these two cases, the security officials say that they are talking either about a staging or a provocation of the militants. This is hardly the case.

The minibus driver Rashid Hasanov was detained in Makhachkala on September 8 by armed masked men. His wife Subigat Hasanova, having learned about the abduction literally 15 minutes later, rushed to the Sovetsky District ROVD with a request to help, and there, in the courtyard of the department, stumbled upon her husband's minibus. On the same day, businessman Sirazhutdin Shafiev disappeared in Derbent. Local taxi drivers saw him being abducted and even managed to photograph the abductors and their car with their mobile phones.

The day before his disappearance, Shafiev met with Rasul Shamkhalov, the imam of a mosque in the city of Izberbash. The imam told Newsweek that Shafiev gave him four passports and 240,000 rubles for the preparation of four pilgrimage permits for the Hajj in Saudi Arabia... “On the seventh Siraj gave me passports and money, on the eighth he disappeared, and on the ninth I was summoned to the police and an employee of the sixth department Gapiz Isaev demanded that I give him money and passports,” Shamkhalov says. He believes that Isaev could find out about this only in one case - if he personally interrogated the abducted person.

And in Ingushetia on September 8, Magomed Tsechoev, an employee of the Dixis communications store, disappeared. According to investigators, it was he who could sell the SIM card, which was later found on the suicide bomber who attempted the assassination of President Yevkurov. The police hinted to his relatives: "Do not meddle in this matter, everything is serious there."

Opposition war

Blacklisted Dagestanis are confident that the lawlessness of the security forces is gradually turning into a fight against dissent. The director of the Dagestan State Television and Radio Broadcasting Company Uladiev says that the members of the execution list have one thing in common - “all [they] at one time criticized the republican Ministry of Internal Affairs or the spiritual administration of the republic”. Uladiev does not exclude that the authors of the leaflet may well kill two or three people in order to intimidate the rest.

In Ingushetia so far it does without leaflets, but the opposition there is no easier to live there. The car of the well-known opposition leader Makasharip Aushev was recently stopped for a document check. The inspectors were on two armored personnel carriers and a Gazel. Aushev says that masked people tried to push him into the Gazelle literally a few hundred meters from the complex of government buildings. He was saved by a passing assistant to the Prime Minister of Ingushetia, Ibragim Yevloyev. Aushev connects the kidnapping attempt with his article published on September 7. In it, he proposed to dismiss the heads of all power departments of the republic, as well as to dissolve the muftiate.

“No one will investigate the abductions, such investigations are simply dangerous,” says Gadzhimurat Kamalov, head of Svoboda Slova LLC. This well-known entrepreneur and public figure in Dagestan was also blacklisted.

Dagestanis nod at neighboring Ingushetia. In 2004, the deputy prosecutor of the republic, Rashid Odzoev, dealt with the problem of abductions and extrajudicial executions. After a few months, he disappeared. Ozoev's car was seen in the courtyard of the republican FSB, and the father of the missing person even tracked down one of the invaders - it turned out to be a local FSB officer, Rustavel Sultygov. The audio recording with his confession was sent to Rostov-on-Don for examination, but they refused to work with the tape, citing the absence of an Ingush translator. Three years later, Lieutenant Colonel of the central office of the FSB Alikhan Kalimatov took up the problem of abducting the Ingush, and in the same year he was shot at the exit from a roadside cafe on the federal highway "Kavkaz".

Last week, on April 25, Russian Interior Minister Rashid Nurgaliyev signed an order according to which only those employees who can be vouched for by two guarantors will be admitted to leading positions in the Ministry of Internal Affairs system. Approximately from the same time, rumors about possible changes in the power departments of Dagestan intensified: a new person is being predicted for the post of Minister of Internal Affairs for the Republic of Dagestan instead of the current head Abdurashid Magomedov ...

According to the order Nurgalieva, guarantors can only be those who have worked in the Ministry of Internal Affairs for at least five years, do not have a single written penalty, do not occupy a lower position in relation to the one whom they recommend, and are not his relatives and know the recommended one for more than one year. A surety (in fact, a written recommendation) will be attached to a personal file, which, when solving personnel issues, will be taken into account by the heads of departments and institutions of the Ministry of Internal Affairs. The responsibility of the surety if the person recommended by him breaks the law is only moral. And, according to the order, he bears moral responsibility for his ward only for the first three years ...

Note that this order caused an ambiguous reaction in society. Given that the police have not yet completely cleared themselves of corrupt officials and werewolves in uniform, this mechanism can strengthen the cohesion of criminals in uniforms, make the system of the Ministry of Internal Affairs more closed. The solidarity of supporting each other, individual corrupt and, here's the paradox (!), At the same time being in good standing of the police officers is able to promote up exactly those cadres that are necessary to "protect" the criminal actions of werewolves in uniform. In addition, the question arises of how responsibly the personnel officers who carry out administrative verification work, as well as the employees of the Internal Security Service of the Ministry of Internal Affairs, approach their work. If there is a need for a personal guarantee for the police officers who are being transferred to positions or for those who are hired, it is clearly evident that the units responsible for the cleanliness of the ranks are underperforming.

Apparently, in the near future, several folders with personal files will be put on Nurgaliev's desk, which will contain recommendations on candidates for the post of Minister of Internal Affairs for the Republic of Dagestan.

Experts said that Yuzhdag will also not be deprived of the attention of the new leadership of the republic, and, with a high degree of probability, it can be assumed that there will also be changes in the heads of municipal districts.

Contrary to the expectations of individuals, the reshuffle was not long in coming. The first municipal head of the region to leave his post was the head of the Akhtyn region, Safidin Mursalov. We decided to discuss this topic with representatives of FLNCA directly in Dagestan.

The early resignation of the head of the Akhtynsky region is due to the fact that Mursalov headed the region for the third term. He was one of the longest-livers among the leaders of the municipalities of Dagestan. There was no reason to leave him for another term because of some positive trends in the area.

In addition, there were some incomprehensible situations related to the former head of the district, as a problem with the water supply of the district. All these problems have accumulated.

The Akhtyn region used to be one of the leaders of the republic in animal husbandry. It would be possible to somehow support sheep breeders in the region, but nothing was done in this part either. And now the situation with livestock products is catastrophic. The agricultural Akhtyn region buys meat in the city of Derbent.

Earlier, there was a collective farm-millionaire in the district of the village of Fiy, Akhtyn district. The farm had 20 thousand head of cattle, but now there are less than 500 left!

Akhtyn apples, Akhtyn orchards used to thundered far beyond the borders of the republic. And now apples in Akhty are more expensive than in Makhachkala. At the beginning of March, the District Administration held a meeting on the development of the horticultural economy, but they realized it too late.

In addition to the above, the region faces another most important problem - a massive outflow of the population from high-mountain villages. To prevent this catastrophe, the former head did not take any measures. If the district provided at least a small amount of support to the residents of these villages, the disaster could have been avoided.

In the 1970s-1980s, the Akhtynsky district occupied a leading position in the republic in many respects - in culture, science, economy - according to all these indicators, the district is now in decline. It would be nice if even in stagnation, but no, all industries and spheres are degraded.

In my opinion, these are the very reasons that led to the logical end of the activities of Safidin Mursalov.

On this moment the district is temporarily headed by Magomed Ramazanov, who was the head of the district administration under Mursalov.

If Ramazanov remains in charge of the region, then no special changes are expected. He is still Mursalov's man. But objectively we can say that this is a temporary person, he will be replaced. The head of the district should be a young and energetic person familiar with the problems of society. Who can treat the elders and the younger with understanding. This person must be from the area. That at least the last 10-15 years living in the area.

What other people are fighting for power in the Akhtyn region?

Osmanov, the head of the zonal tax inspectorate in Magaramkent, hails from the village of Khryug, Akhtyn region, one of the candidates under consideration for the post of head of the Akhtyn region.

There is also another candidate - the head of the Department of Economic Crimes of the Ministry of Internal Affairs of the Republic of Dagestan, Akhmed Kuliev. He can really make a difference. He is objective, not biased by family ties, he did a lot for the region. One of the best personnel of the Ministry of Internal Affairs of the Republic of Dagestan.

You can also touch on Vladimir Ashurbekov, he is a deputy of the People's Assembly of Dagestan for several convocations in a row, a native of the village of Khnov, Akhtyn district. He did a lot for the good of the region - at his own expense he repaired roads, kindergartens, and in addition he simply helped people in need. He helped many natives of the region and in Makhachkala to get a job.

And this is all in addition to his parliamentary activities. This person really knows everyone in the area, is familiar with all the problems. The most important thing is that he is not a politician, but a business executive. The district needs exactly this approach. Here it is not politics that needs to be dealt with, but business directly. He is familiar with the heads of almost all rural settlements in the region.

What resources do these people have and who do they rely on in Makhachkala?

For example, Vladimir Ashurbekov relied on the presidential team, he is a United Russia party. We can say that he is Said Amirov's man.

For access to what resources in the Akhtyn region are these groups fighting?

First of all, these are the Akhtyn baths. Deposits in Kizil-dere also have great potential. On the basis of the baths, by the way, it is possible to establish a small tourist cluster. The region has great potential: scientific, economic and human. There are also spheres in which it would be possible to occupy the population of high-mountain villages, there on the ground. And this must be done. For example, in the village of Gdym, out of 80 farms, 20 remained, while in Fie, out of 250 farms, 50-60 remained. This is a massive outflow of the population. Society simply did not realize the scale of the catastrophe. Mountain auls are being wiped off the face of the earth.

It is possible to simplify the system of lending to the population. On this basis, I have always had a conflict with Mursalov. Facilitating lending conditions for the population. The only bank with branches in the districts is the Russian Agricultural Bank.

You don't need to go to Makhachkala every time. And in the districts, interest and kickbacks turned out to be even worse than in Makhachkala. How can farming be developed on such conditions ?! How to get promoted and give the money received on credit ?!

It is not only the Akhtyn region that is in this state. There are many such areas in Dagestan.

According to information circulating in Dagestan, these are planned measures for the resignation of almost all heads of the republic, initiated by the Kremlin.

Akhtynsky district is a unique subject, it is large by the standards of Southern Dagestan. For all the years of the reign of the previous government, a lot has been done, but at the same time, these decisions, undertakings did not contribute to the development of the region. However, the region did not show any dynamics in terms of development. The youth left the area. The current leadership is also temporary. It is not yet known who exactly will take the post of head of the Akhtyn district.

At the moment, it is asserted in various corridors of power that there is a certain list of the most problematic municipalities of Dagestan out of 23 districts, in which changes of leadership will be mandatory. In southern Dagestan, four districts and one city were allegedly selected. What else, besides the Akhtyn region, is unknown. And the city is most likely Dagestan Lights.

What predictions can you make regarding the figure that could lead the area?

According to unverified sources, chapter municipality may become well-known in the republic Akhmed Kuliev, head of the Department of Economic Crimes of the Ministry of Internal Affairs of the Republic of Dagestan. Chances are good that he will lead the district. But this is unverified information.

In addition, it is known that for the post of head municipal district“Akhtynsky district” is claimed by several entrepreneurs outside the republic. Who have their own business and who want to prove themselves in municipal government... These are managers who have their own capital and who can bring their investments to the area. Job creation and more.

The Akhtyn district has always been associated with everyone as a gardening area. Horticultural and fruit-growing farms have always been developed there. Of course, cattle breeding existed, but mainly apples and pears. The recycling of these products has always been a separate issue. If we organize the purchase of these products now, it could contribute to the development of the region. Now the regional authorities have begun to revive gardening. They started it without the help of the republican authorities, with local forces.

The area is relatively calm in southern Dagestan. There are no problems of religious extremism, as in other regions, there are no problems of youth - low rates of drug addiction, alcoholism, and so on. These are the advantages that the area has.

And then, since pre-Soviet times, Akhty has always been considered educational center Southern Dagestan. There are a lot of religious places of worship, educational institutions since the time of tsarism and so on. At the same time, the region is not developing.

There are no positive dynamics. If these problems were solved, the region would quickly show its growth, would not need any subsidies and would become a donor region.


What groups are fighting for power in the Akhtyn region?

There are no special groupings in the Akhtyn region, there are individuals who do not have strong teams to divide local forces into separate groups. Now, moreover, they do not particularly strive for power there. Power does nothing except problems, it is easier to do business. Therefore, there is no apparent rivalry. So, either someone from the entrepreneurial environment or Akhmed Kuliyev is seen as an appointee in the district leadership.

The traditional political forces of the local level - the Mursalovs and Palchaevs have already gradually left the Akhty for more wide open spaces... It is unlikely that now we will observe activity on their part. Speaking about the entrepreneurial environment, I mean the Palchaevs too.

What resources does each of the groups have and who do they rely on in Makhachkala?

Whoever comes to power in the region, he must rely not only on the current government in the republic, but also on the respect and support of the Akhtyns themselves. There is no other fulcrum.
