- they are allowed to periodically and in limited quantities to take people to their place for medical research and observation of their development, but on condition that all these people remain safe and sound, will return to the place of their capture and will not remember what happened to them;
- underground bases will be built for the aliens, two of which will be intended for joint use by aliens and the American government (it was supposed to exchange technologies at the joint bases).

Further, projects were developed for the modernization of existing and the creation of several new underground multi-tiered bases for separate or joint work with an alien race. As it turned out, the US made the wrong choice. They preferred to receive advanced alien technology in exchange for abductions (medical experiments on them and possibly cloning).
