I spent my entire adult life here. Khabarovsk did not change for the best places and high positions in Moscow, although I was offered even when I worked at the plant. I thought that here, in the Far East, I would be of great benefit. And my job is, for the most part, a way of life - to build something, create something. I am a shipbuilder by profession, so construction is close to me. Even now, at Rosneft, my range of activities includes overseeing and coordinating Far Eastern projects, and this is to my liking. I am doing the same thing that I have always done. Only under a different bias and more real.

The stages of regional leadership - 18 years of governorship and 4 years of a plenipotentiary mission - were quite difficult and serious. For me, it was a process of becoming, and in fact, the whole life. I don't look back. And I will never be without work as long as I live.

You have a rich work history. We started our journey as a locksmith-welder. Viktor Ivanovich, is it more interesting to be a welder or to manage the territory, to create conditions for the life of a large number of people?

It is interesting to be an expert in your field. My dignity didn't allow me to be the worst. That I was not the worst as a welder, either as a governor or as a plenipotentiary. Therefore, it does not matter what people say about you, it is important how you feel yourself. I never rushed to high positions. I also worked as a welder with pleasure, I passed to leading positions thanks to the "efforts" of the party bodies. As the director of the plant, he did not seek to become officials. I tried to get away from it, but it didn't work. As a governor, I thought that I would work it out until 2012, but, unfortunately, the entire first draft changed, and we were pushed quite firmly. - Viktor Ivanovich, you were appointed head of the regional administration in 1991. Tell us how it was?

I wrote about this in my first book "Special Region of Russia". I created it on emotions, since by that time I had made a lot of statements, maybe somewhat erroneous, but I agree with most of them even now.

I learned that I had been appointed head of the territory seven days later. We were invited to Moscow to discuss this issue, and the conversation was rather tough. After reading the decree, they said: Ishaev has been appointed. Valery Vyacheslavovich Litvinov, chairman of the regional executive committee, who was present during the conversation, was delighted, began to congratulate, but for me it was a big surprise. I went to the reception, wrote a statement that I was giving up this position, and gave it to Valery Antonovich Makharadze - he, as Deputy Prime Minister, was then responsible for working with the regions. Valery Antonovich read my statement, crumpled it up and threw it into the urn. After that I dialed the direct number of Boris Nikolayevich, who was right there, in the White House, on the third floor, and said to me: "Let's go." I remember that Boris Nikolayevich was tired and said to me: "We know you, you were successful as a plant manager." And the plant at that time was part of the state construction system and, according to the results of 1998, was listed on the VDNKh honor roll, so the surname sounded. So he says: "Take it, work, now we need it." I was brought up as a person who understood what the state was and was proud of it. I could not refuse the president.

He returned to the region on November 7, and there collapsed - the Southern microdistrict froze, indignant people blocked off Krasnorechenskaya and Suvorov, no one is going anywhere and is not going. Kudrov went there, but the people do not accept him, although he sincerely tried and was a responsible leader. They shout: "Let's get Ishaev here." And I have lived in that area all my life, and my apartment at the 56th school froze like everyone else. I arrived, the people are indignant. First of all, I ordered to clear the road, and then I called everyone to talk in a day.

All the leaders had to be called in, the work was organized overnight and everything was restored in three days. But all this time no one left their jobs. Then Novozhilov, the commander of the Eastern Military District, helped - he organized the work of field kitchens so that people in whose houses electric ovens did not work, could get hot food, find a kindergarten, where it was more or less warm, and gathered all the children there. Then prompt measures were needed, it was necessary to mobilize ourselves and mobilize people. And we dealt with it.

It is known that you were one of the few governors who were not afraid to speak out sharply about the actions of the country's leadership in 1993. How do you assess your position now? Was it correct?

At that moment, my attitude towards Boris Nikolayevich Yeltsin became ambivalent. On the one hand, it is not permissible to shoot at the White House under foreign video cameras and dishonor the country. I could not understand this, and later asked: "Boris Nikolaevich, did you really want to kill people?" And Khasbulatov then took some completely incomprehensible position. I said, if you cannot agree peacefully, then join hands together and both resign. Of course, at that time it was a rather tough statement, I was then supported by the governor of the Irkutsk region and the governor of the Novosibirsk region. After they were both dismissed, they put me on the display. Over time, I realized that Boris Nikolayevich could rise above minor matters and was able to find solutions in favor of the case.

Some time later, before the presidential elections, Yeltsin arrived in the Khabarovsk Territory and here he signed a decree and a program for the development of the Far East, giving it presidential status. This was the only territorial program with such a status. The President then made many reasonable decisions regarding the Far East.

Construction of the bridge - it is customary to call it modernization, but in fact, there was no modernization. They built new supports, a new span. After all, the trains passed on a crawl, above and below there were concrete beams tied with wire so that the train would not fall. When the concrete was destroyed, only traces of reinforcement were found, everything was so worn out. If not for the lower tunnel, we would be in a difficult position.

Just then, in 1996, the first kilometer was installed, and we showed it to the president. And he is a former builder. He was greatly impressed by the scale of construction and the pace of work. Therefore, largely thanks to Yeltsin's support, a railway crossing was commissioned in 1998, and automobile traffic was launched in 1999. The construction was very serious. We calculated that at that time its cost was $ 800 million. In just seven years, a new structure was built, which became a serious contribution to the development of not only the Khabarovsk Territory, but the entire Far East.

"For the development of the Far East, we need the sums of decisions, reasonable heads and hands"

On the question of development. What needs to be done to make investments go to the Far East? Is there any algorithm for solving this problem?

I have always said that there is no program for the development of the Far East, there is a program for the development of Russia in the Far East, since this territory has been solving state problems from time immemorial, fulfilling a strategic and geopolitical mission. And she has always made her contribution to the development of the country not only within her capacity, but even more than the average Russian level.

In the 17th century, 10.5 million people lived in the country, of which 3% were in the Far East. But these 3% gave to the treasury 10% of its income. Today, the Far East make up 4.2% of the population of Russia, and the gross product is more than 5%. But at the same time, we live by about 0.8-0.9% of the all-Russian indicator.

To develop the Far East, money and people are needed. If we talk about money, then no one expects that everything should be provided by the state. Here it is necessary to develop conditions for business. At the same time, the state should become the core, the multiplier of the process.

We calculated how much the center gave investments to the Far East from 2009 to 2012. The amount turned out to be small - 577.8 billion, which is about 140 million rubles a year. We were able to attract $ 3.7 trillion. Now this multiplier has taken shape.

The Institute of Economic Programming of the Russian Academy of Sciences calculated that in order for the Far East to reach outstripping development by 2025, it would need 10.6 trillion.

The economic effect is not invented, it is calculated. Now TORs are being created, the "Far Eastern hectare" program is being implemented. There can be no one comprehensive solution; a set of measures is needed, which together will give movement forward. An enterprise is created, an investor invests money, and we offer support mechanisms - no taxes, except for personal income tax, regulated customs duties, even a more lenient mineral extraction tax. When a businessman sees this, he understands that he will certainly pay off the investment. We offered a similar experience back in 2005. With the help of the Novosibirsk Branch of the Russian Academy of Sciences, a project was developed for PTZ - integrated production and transport zones.

Today the TOP covers one enterprise and is being created where investments have already come. This is a good incentive.

- The similarity of TOPs is described in your 2001 concept. In fact, nothing new, only the format has changed.

We haven't come up with anything new. We took global practice, looked at the base on which this can develop. For example, how can you create a gasification scheme? There is a field in Irkutsk, Yakutia and Sakhalin. All this should come together in one place. Where next? To China and definitely for processing. If you focus only on China, there will be no order. China is not Ukraine, we will not take the pipe out of there, and the price will be dictated to us. And we must have diversification here as a supplier.

There is a gas liquefaction plant in the Primorsky Territory. This means that the gas must go through Khabarovsk to Primorye. On the way - gasification of territories, industry: a fertilizer plant, an oil refinery on the line of "Rosneft" in Nakhodka.

We presented the scheme for creating TORs to Putin back in 2001, they were supposed to become the basis for development and spread to the entire Far East. And if now we start locally - come on, it's okay. Hectare? Let's give a hectare. But in addition to it, let's give support so that people can buy housing. We need sums of solutions. The idea itself is correct, and then it depends on which hands and heads it falls into. If reasonable, it will be useful. I really like the expression of Korolyov, he said: "Everybody talks about problems here. Few know how to solve them, only a few are able to."

"When we have elections, it's always windy"

Elections to the State Duma will take place this year. Who do you think should represent the Far East? What is the figurative portrait of this person?

There should be serious, solid figures who have already established themselves, who can do something, who can come and show that they can, and not just throw some promises - we have a lot of promises. We have, when elections, always windy weather, do you notice? Because the air is so dispersed with tongues that it sways, I don’t know how.

We had representatives from the Communist Party of the Russian Federation, who at first beat themselves in the chest, giving out promises, and then once - and there are none. We need those who will take care of the welfare of people, protect their interests, and solve problems. Don't think people are stupid. They perfectly understand who can, does, and who is engaged in chatter. If a dirty and unwashed cleaning lady came to your house, and you expect that she will put things in order, then you are mistaken, she will only make things worse. Therefore, we need people who have potential, we need to bet on them.

"They understand you when you start speaking like an adult"

You have worked with many top managers - both when you were a plant director and when you were a governor. How did the relationship develop, how were the issues resolved? Did you have to resort to any tricks?

In order to start talking to you, you have to represent something from yourself. If you are in charge of a region, you must set quite serious tasks that will benefit both the region and the state. If you set tasks for the plant, you must understand what they will bring to the company, the industry as a whole. And when you start speaking in an adult way, they understand you. And if someone wants to brush it off, it will be extremely difficult to do so. You need to gain the authority of a serious, business-like person, then attempts to push you away will not work.

- Have you been brushed aside?

They tried. But it didn't work out. Sometimes they preferred to resolve the issue just so as not to get involved. And sometimes - to understand.



When they talk about United Russia, I remember Gryzlov. In his office, the issue of creating the "Clean Water" project was decided with him. It was decided. We received money for sports complexes, for the construction of roads. Only the obstetric corps of the perinatal center cost 1.2 billion rubles, 560 million was at the expense of United Russia. We resolved issues with him on the construction of housing for young people. I felt a real return. And he was interested. He came every year and said that every year I bring gas. And he asked why there is no gas on Sakhalin. I say: "You ask them on Sakhalin. Obviously, long distances" - "How many?" - "Pull 30-50 kilometers" - "How old are you?" “Well, we built 1,200 kilometers of gas pipelines on our own. We sold a part, covered all the costs, repaid all loans and put another 6.7 billion into the budget, earned money.” When we took the difference in tariffs in Russia and from us, we had to pay us 20% extra.

We worked constantly in a crisis mode. And then the budget supported us. And then Kudrin said, the great reformer: "Guys, everything is taken into account in interbudgetary relations. You will not get money." - "Many thanks". This concludes the program.

"China will always defend its interests"

- Was it easy to convince Vladimir Vladimirovich of the need for these or those projects?

When Vladimir Vladimirovich became the chairman of the government, the first territory where he arrived was the Khabarovsk Territory. Putin understood that Europe exists today, but development is in the Far East. Moreover, this fact does not in any way replace the existing relations with European countries. But there you have to keep and fight, and there must be growth. It is impossible to "wring out".

And here we understand that the United States will soon lose its superpower status. Today, according to official data, the population of China is 1.3 billion people. India has 1.6 billion. If the gross product per person becomes two times less, and the number of people - five times, then these economies will be incomparable. Already, China is ahead of both the European Union and the United States. Therefore, the development of the world economy is taking place here in the APR.

But the Chinese are not easy partners. You cannot come to them and say: "We are friends, so give us funds for development."

China will not give anything to anyone without its own benefit, like any zealous owner. If there is a common interest that will bring mutual benefit, then we can count on cooperation. "Friendship forever" just does not happen. Although I have said more than once that thanks to the Soviet troops China became China, we gave them the entire industrial base, we gave them the most serious technologies for mechanical engineering, weapons, space, and nuclear weapons. And practically free. It is possible for our brother to put the question somewhere: "Guys, shouldn't we turn our face around somewhere else?" China will always defend its interests, and we will defend ours. We lived in a powerful state, and now we need to consolidate and find any ways to solve difficulties.

"We are not the most fearful, we can scare some ourselves"

Competition between the Khabarovsk Territory and Primorye is constantly heard. What is Khabarovsk lacking to get ahead of its neighbors?

Competition between the subjects was and remains. In Primorsky Krai, the structure of the economy is such that it works in any crisis: transport, trade, ports and so on. The Khabarovsk Territory has industry. In addition, our defense sector was larger than in the rest of the Far Eastern territories combined. In the late 90s, almost half of the region's population worked for the military sector. And then the defense enterprises began to collapse. I told Yeltsin that you cannot convert all 19 enterprises, let's figure out which ones to privatize and which ones to leave. Some had a very strong desire to privatize KNAAZ, but I canceled the decree - this enterprise had to be preserved. In difficult times, it did everything else, even repairing trams. Later, the directors were changed there and the enterprise was retained, a new technical center for the production of Superjets was created. And not because the plant is good, but because it met the requirements of an international corporation.

- Privatization took place in the "dashing 90s". Was it dangerous to work?

To be afraid of wolves - do not go to the forest. And we are not the most timid, we can scare some ourselves. I am a Far Easterner. I lived most of my life at Zavodskaya, 56th, and understood all these relationships. There were orders, and more than one. We sorted it out slowly.

- How was the development of the industry of the Khabarovsk Territory in those years?

It was very difficult to keep and re-equip the industry. There are few factories left - KNAAPO, the Khabarovsk shipbuilding plant, which gave little, and the Komsomolsk shipbuilding plant - God forbid, that one steamer there will be handed over a year. The rest of the factories practically ceased to exist, and an acute problem arose - what to replace. We began to engage in the extraction of precious metals. Most of the income came from gold mining. We were engaged in processing, switched to ore gold, to primary deposits, applied new technologies, even invented gold bills - we did everything possible to keep the industry alive, to have taxpayers, because the economy needed to be supported. We had an industrial base, mechanical engineering, a resource block, a transport component. It was imperative to build BAM-2, to raise the throughput of the Vanino port. According to the project, the throughput capacity of BAM-2 is 12.5 million tons, the Transsib as a whole - about 100 million tons per year. And if you create electric traction, then the amount of cargo transported will double, and additional opportunities will appear. Together with Yakunin, we calculated - the BAM loading by 2020 was supposed to be 108 million tons. This is serious money, jobs, points of growth - it was necessary to understand and work with this every day.

When the embassy was created, Khabarovsk was the center of the Far East. If it was created today, it would, of course, be in Vladivostok - Darkin had such habits. He even tried to transfer the command of the Eastern Military District to Primorye in order to strengthen the region and make the center of the Far East. I don't want to reproach him for anything - he fought for his edge.

We need to work for the good of people. We see how the Far Eastern Federal District is losing population. When I worked, its number was 6 million 460 thousand, now it is 6.2 million. It is necessary to create conditions so that people not only come here, but also stay here.

Viktor Ivanovich, you are one of those who promoted the Vostochny cosmodrome project. What benefit do you see from it in the Far East?

In 2009, President Dmitry Anatolyevich Medvedev told me: there are two powerful projects - the APEC summit in Vladivostok and the cosmodrome, they must be taken under control. I arrived in Vladivostok on the Russky Island - and there the grass is above my head and there is nothing. Aras Agalarov, very active and joyful, said: "I will build everything here." I told him: “Have you been here before? There are no construction facilities, no factories, no building materials, even no fresh water. Modular construction was familiar to him, and he quickly found his bearings. In the first year, the sites were prepared, water was transported from the mainland by barges, sand - from Korea.

It’s the same at the cosmodrome. No documents, no expertise, no building permit. It's good that at least they cut the grass around the foundation stone. Eight projects were covered, but there were only two permits. As a representative of the president, I could solve certain issues, but I never intended to get involved in technical issues. There is an assignment, there are deadlines, and there are people who must fulfill them. As a result, the work was launched late. Later, Rogozin took up this issue, because the customer, Roscosmos, was seriously lagging behind. The construction is colossal, politically and economically important. These are jobs, income, infrastructure. The cosmodrome will have an impact on everything: the social sphere, roads and more. And then - people with money will appear who will create trade and services here.

The cosmodrome here is a multiplier that multiplies all the positive effects. It's okay that the deadlines have been disrupted. Korolev also said that our satellites and rockets will not fly by significant dates, they will fly when they are ready to complete their tasks, since this is the life of people, money and other issues. Better later, but better.

- Are there any similar projects that can be implemented on the same scale in the Far East?

The summit is a political event, but it is not a multiplier. We must create conditions for investments that will generate income. The fact that bridges and roads have been built is good, but they do not generate income by themselves. Objects on the Russian island too. You need to think about how to benefit from this.

Sakhalin projects should be developed, but Sakhalin-3 is still being shut down, although the Far East lacks gas. It is necessary to continue the construction of the Irkutsk-Yakutia gas pipeline, and of course, a second line of the ESPO oil pipeline is needed. The projects that Rosneft is implementing are urgently needed. Let's say the Eastern Petrochemical Company, which will be located in the Nakhodka area, costs 1.3 trillion rubles, this is still in 2013 prices. There is a project for the construction of a fertilizer plant, and it is necessary to involve 7,000 workers in the shipbuilding complex. Plus, a number of projects will arise in the course of these implementation. There will be jobs - everything will come to life. Such growth points will give full return to the economy and work for the benefit of people.

You just mentioned the benefits of state-owned companies. Many respond negatively to them. But with the emergence of large projects that only they can afford, points of growth immediately appear and small business is activated.

Of course. Let me give you one figure. year 2014. Federal budget - 12.5 trillion. Rosneft Company gave in taxes 3.7 trillion. This is the largest taxpayer, with 70% of the shares owned by the state, which is controlled by the state, and which implements the policy of the state. But the state can be a market participant and even create its own policy.

At one time we had 50% of the bread production capacity. And dictated the price. Because they understood that bread is not just a commodity, it is politics. And we controlled this issue, counted every penny, planned profitability, and the enterprises worked. Nearby in this area, business competed. Was that bad? This is exactly what a competitive economy is.

At some stage, state corporations can exhaust themselves when serious business grows, which will show the best results. Today, when they talk about the sale of state-owned companies, the goal is to get three kopecks for them and eat them up. What about the tax base? After all, what is privatization for? - increase efficiency. It is believed that a private trader will work more efficiently, more economically and with greater efficiency.

He started working at the age of 16. In 1964 he got a job as a ship assembler at the Khabarovsk shipyard.

In 1971-1973 he served in the army.

He graduated from the Novosibirsk Institute of Water Transport Engineers in 1979. After he got a promotion - he became the head of the planning and dispatch department of the plant. Subsequently, his career continued. He worked as head of the department of material and technical supply, as well as deputy chief engineer, deputy director of the plant.

In 1988, he changed his place of work, becoming the head of the Khabarovsk plant of building aluminum structures named after Sidorenko. He worked as a director for two years.

In 1990, he took the post of first deputy chairman of the Khabarovsk regional executive committee, head of the main economic planning department.

A year later, by decree of the head of state, Viktor Ishaev was appointed head of the Khabarovsk Territory administration.

From 1992 to 1994, he patronized the Ussuriysk Cossack Army of the Khabarovsk Territory (VHKHK), at the same time he refused to become the order chieftain of the Union of Cossacks of Far Russia, but entered the headquarters of the VHKHK as an honorary member.

In 1992, he decided to officially register the public organization "Ussuriysk Host of the Khabarovsk Territory".

In 1993 he became a deputy of the Federation Council from the Khabarovsk Territory. Speaking with pre-election statements, he voiced a number of promises. In 2000, he was re-elected as the head of the regional administration, and the next year, due to changes in the charter of the region, he became the governor-chairman of the regional government. In 2004, he was re-elected governor.

In 2007, in the elections to the State Duma, he headed the list of candidates for United Russia in the Khabarovsk Territory and the Jewish Autonomous Region. After the victory of the party, he gave up his deputy mandate.

In 2009, President Dmitry Medvedev appointed Viktor Ivanovich Ishaev as his authorized representative in the Far Eastern Federal District.

In 2012, he headed the new Ministry for the Development of the Far East, while retaining the post of plenipotentiary.

On August 31, 2013, by decree of the President of the Russian Federation, Vladimir Putin, he was relieved of his posts as Minister and Presidential Plenipotentiary in the Far Eastern Federal District.
